But as we have ourselves no practical experience expecting the working of these laws it is very possible, that the clauses which prescribe the mode of enforcing the forfeiture of ships and of distributing the penalties might have been more conveniently framed and with this view we would suggest that they should be specially brought under the notice of the solicitor's office.
